A tragic case of exploitation has come to light, leaving a young Filipino man's dreams shattered and his family devastated. This story, which has now been referred to the Australian Federal Police, highlights the dark side of the visa system and the potential dangers faced by overseas workers.
The Death of Jerwin Royupa
Jerwin Royupa, a 21-year-old with a bright future ahead, arrived in Australia with aspirations to gain experience in the agriculture industry. He obtained a 407 training visa, which promised occupational training and a chance to learn new skills. However, his journey took a tragic turn.
A three-day coronial inquest, held in December 2024, revealed the harsh reality of Jerwin's experience. Deputy State Coroner Rebecca Hosking described how Jerwin was "exploited" and subjected to conditions that could be deemed "potentially criminal."
But here's where it gets controversial...
During the inquest, it was revealed that Jerwin was promised an allowance, but the amount was grossly insufficient for the work he was expected to perform. He was required to work long hours, six days a week, for a mere $134.92 per month. On top of that, he was exposed to excessive heat without proper protection, and his sponsor withheld his pay for the first six months.
Magistrate Hosking stated, "I find that Jerwin was exploited during his time in regional NSW. The conditions he endured were wholly inadequate and inappropriate."
And this is the part most people miss...
Jerwin's sister, Jessa Joy, shared her heart-wrenching story, stating, "Six years ago, my little brother left our home with hopes and dreams. We believed he would be safe in Australia, but he wasn't."
The inquest also revealed that Jerwin was owed over 200 hours of pay at the NSW vineyard. It was during this time that he became fearful of "operator one," who suggested taking him to the airport or police station. Tragically, Jerwin met his demise on March 15, 2019, at the Royal Melbourne Hospital, due to blunt-force injuries sustained after allegedly exiting a moving vehicle.
Following the inquest, Magistrate Hosking made six recommendations, including referring the case to the AFP for further investigations. She also called for a review of the Department of Home Affairs' role in approving training visas and the implementation of mandatory modern slavery training for officers in high-risk areas.
